Propuesta de sistema de gestión para la integración regional vial y comercial Huánuco - Manaos

Abstract

Los significativos avances en los acuerdos de integración bilateral asumidos por los gobiernos de Perú y Brasil, se han venido registrando en nuestra historia, es así que el primer intercambio de visitas oficiales entre Perú y Brasil se produce durante el gobierno del Presidente Medici en 1971, con ocasión de la conformación de una comisión conjunta y la visita a Brasil en agosto de ese año del Primer Ministro peruano General Mercado Jarrín. La “Propuesta de Sistema de Gestión para la Integración Regional Vial y Comercial Huánuco – Manaos”, está basada en la determinación comercial de la cobertura geográfica del departamento de Huánuco, con interés al mercado de Manaos, identificando como productos negociables y potenciales, aquellos que se produzcan en el área Andina de la Región Huánuco. Su capital Huánuco, constituye el mayor centro político, administrativo, económico financiero y social del departamento; por lo tanto es el nudo principal considerado como el motor del desarrollo departamental, con proyecciones de alcance regional, con actividades económicas en permanente crecimiento: agrícola, manufactura, servicios gubernamentales, financieros, comerciales y turísticos. Se constituye en un espacio de crecimiento dinámico, favorecido por su ubicación en la convergencia de la vía nacional: la carretera central (Lima – Oroya – Huánuco – Tingo María – Pucallpa). Se ha propuesto interconectar el Eje Internacional Centro y el Eje Internacional Norte, bajo un sistema Multimodal a Brasil (Manaos) con Perú (Huánuco). Este eje consiste en utilizar la ruta de Huánuco – Pucallpa por vía terrestre, carretera asfaltada, de Pucallpa a Manaos (Brasil) por el Rio Ucayali y el Amazonas en barcos o chatas de hasta 1800 toneladas de capacidad, que permitiría un enorme movimiento de carga de exportación desde Brasil para la selva y sierra del Perú, así como también para la costa peruana, y por ende Huánuco como región con posibilidades de apertura de un enorme mercado de productos agrícolas e Industriales para el consumo Brasileño. La alternativa del Corredor Económico Multimodal elegido, que representa el eje de transporte óptimo que propone la presente tesis, es el siguiente: Terrestre : Ambo – Huánuco – Tingo María – Pucallpa Fluvial : Pucallpa – Iquitos – Manaos – Belem A fin de determinar y sustentar la importancia de la Propuesta y Sistema de Gestión para la Integración Vial Regional y Comercial Huánuco – Manaos, se ha descrito estadísticamente una serie de información geográfica, económica y social, considerando como soporte del presente trabajo de investigación. Estos datos describirán al Brasil y al Perú desde un enfoque como países, hasta especificar las áreas geográficas correspondientes a la ciudad de Manaos y la parte andina del departamento de Huánuco. Finalmente se propone el modelo con el que se trabajará el tema de los Sistemas de Gestión tanto de Integración Vial , como el de Integración Comercial, con aplicación por cumplimientos en forma secuencial; de los Planes de Acción, las Estrategias Propuestas, para alcanzar la visión planteado para este trabajo de investigación, con el que se logrará el fin último “Mejora de la Calidad de Vida de la Población”.

The significant advances in bilateral integration agreements made by the governments of Peru and Brazil, have been taking place in our history, so that the first exchange of official visits between Peru and Brazil occurs during the administration of President Medici in 1971, occasion of the establishment of a joint commission and the visit to Brazil in August of that year, the Peruvian’s First Minister General Mercado Jarrin. The "Proposal Management System for Regional Integration and Trade Huánuco Road - Manaus", is based on the determination of the geographic commercial department of Huanuco, with market interest Manaos, identifying as marketable products and potential, those who occur in the Andean region of Huanuco. Its capital Huánuco, is the largest political, administrative, financial and social economic department, so the knot is considered as the main engine of development department, with regional projections, with ever-increasing economic activities: agriculture, manufacturing , government services, financial, trade and tourism. It is in an area of dynamic growth, helped by its location at the convergence of the national route: the main highway (Lima - La Oroya - Huanuco - Tingo Maria - Pucallpa). It has been proposed interconnect the axis International center and International North, under a system Multimodal Brazil (Manaos) with Peru (Huánuco). This axis is to use the route of Huánuco - Pucallpa by overland route and paved road, Pucallpa to Manaus (Brazil) by Ucayali and Amazon river on ships or barges up to 1800 tons capacity, That It is going to allow a huge load movement export from Brazil to the jungle and mountains of Peru, as well as to the Peruvian coast, and therefore Huánuco region with possibilities as opening a huge market of agricultural and industrial products for the Brazilian consumer. The alternative chosen Multimodal Economic Corridor, which represents the optimal transport hub proposed by this thesis is as follows: Ground: Ambo - Huanuco - Tingo Maria - Pucallpa Fluvial: Pucallpa - Iquitos – Manaos - Belem To determine and substantiate the importance of the Proposal and Management System for Regional Integration and Trade Huánuco Road - Manaos has been described statistically a series of geographic information, economic and social, considering as support of this research. These datas will describe to Brazil and Peru from an approach such countries, to specify the geographic areas for the city of Manaos and the Andean department of Huanuco. Finally we propose the model that will work the subject of both Management Systems Integration Road, as Trade Integration with compliance implementation sequentially; Action Plans, the proposed strategies to achieve the vision posed for this research, which will be achieved with the last purpose "Improving the Quality of Life of the Population".
