Sistema de soporte para la toma de decisiones en la gestión pedagógica de una universidad pública

Abstract

El presente trabajo de investigación, para optar el grado académico de Maestro en Ciencias con mención en Ingeniería de Sistemas, presenta las características que debe tener un Sistema de Soporte a las Decisiones (SSD), para apoyar las decisiones de los directivos involucrados en la gestión pedagógica de una universidad pública. El objetivo principal del trabajo consiste en precisar elementos iniciales y fundamentales del modelo de requisitos de un SSD, de manera que su futura implementación permita, a los responsables de los lineamientos pedagógicos y de su monitoreo, tomar decisiones más eficaces, satisfaciendo las necesidades de información que exigen los usuarios en esta tarea. Los pasos seguidos en el análisis, también, son válidos en los diversos departamentos y escuelas de la universidad. Pero, inicialmente, dentro de los alcances y limitaciones de la tesis dicho análisis comprende los departamentos académicos de la Facultad de Ciencias de la Universidad Nacional de Educación “Enrique Guzmán y Valle” (UNE). La investigación nos encamina a plantear como objetivos específicos el precisar las características fundamentales que debe tener un SSD y, también, identificar los aspectos esenciales de la gestión pedagógica que deben ser monitoreados y controlados por el SSD. Para llevar adelante esta tarea se ha partido analizando los procesos concernientes a la gestión pedagógica empleando el modelamiento de procesos por regulación, para luego abordar el modelado de la organización y de requisitos, empleando los diagramas UML, sin perder de vista la percepción y actitud del usuario frente a los cambios futuros. La pertinente selección de las actividades y tareas propias del sistema han orientado y facilitado este análisis, que a nuestro modo de entender recoge las necesidades de información de los directivos encargados de tomar decisiones de índole pedagógica. Las ampliaciones derivadas del presente trabajo de investigación están relacionadas con la integración de modernas tecnologías como el Data Warehouse, Data Mart, Data Mining, herramientas Ol-AP, entre otras, de modo que podríamos, en un futuro cercano, referirnos a la inteligencia de la organización universitaria. Este trabajo, creemos, es susceptible de aplicar a otras instituciones de educación superior o universidades públicas dedicadas a la formación docente, teniendo en cuenta, naturalmente, sus particularidades.

This research work to get the degree of Master of Science m Systems Engineering has the characteristics that you must have in a Decisión Support System (DSS) to support the decisions of managers involved in the management of an educational public university. The main objective of this work is to specify initial and fundamental elements of the standard requirements of a DSS in a way that allows future implementation, those responsible for teaching guidelines and monitoring, making decisions more effective, satisfying the information needs that users require in this task. The steps followed in the analysis are also valid in the different departments and schools of the university. But, initially, within the scope and limitations of this thesis, the analysis includes the academic departments at the Faculty of National University of Education Enrique Guzmán & Valle (UNE). The investigation leads us to rise up the specific objectives of clarifying the essential features that must have an SSD, and also identify the essential aspects of educational management to be monitored and controlled by the DSS. To carry out this task it has been to analyze the processes pertaining to the pedagogical management using the modeling process by regulation, and then address the modelling of organizational requirements and using UML diagrams, without losing the user’s sight of the perception and attitude against future changes. The appropriate selection of activities and tasks of the system have guided and facilitated this analysis to understand how we collect the information needs of managers responsible for making decisions of a pedagogical nature. Extensions resulting from this research work related to the integration of modem technologies such as Data Warehouse, Data Mart, Data Mining, OLAP tools, among others, so that we could in the near future, referring to the intelligence of the organization university. This work, we believe, is likely to apply to other higher education institutions or public universities engaged in teacher education, considering, of course, its characteristics.
