Dinámicas territoriales y conjeturas para la intervención

Abstract

La experiencia acumulada en la concepción y ejecución de políticas de promoción del desarrollo ha dado lugar a suficientes aprendizajes como para argumentar en favor de diseños de interven­ción que consideren nuevos paradigmas. Se asume primero un enfoque de desarrollo humano, complementado luego con los planteamienros del desarrollo sostenible y, finalmente, se emplea ambos avances para dar lugar al enfoque del desarrollo terrirorial. Se ha recuperado así una di­versidad de aprendizajes para el diseño de nuevas políticas, cada vez más cercanas a las demandas de los actores y grupos de actores presentes en cada territorio, así como adaptadas a los vínculos entre aquellos que, eventualmente, puedan formar coaliciones sociales con carácter transforma­dor. Este conjunto de ideas son expuestas a lo largo del presente artículo, mediante la selección de autores y el compendio de hallazgos disponibles, aunque sin ánimo de exhaustividad. En definiti­va, se trata de rescatar la experiencia resaltante, a fin de elaborar conjeturas orientadas a renovar la reflexión sobre la mejor forma de acercarnos a la realidad de los territorios, con el objetivo de con­tribuir desde las políticas, sean públicas o privadas, al fortalecimiento de los actores terriroriales, estimulando sus iniciativas, y fomentando círculos virtuosos de desarrollo humano y sostenible.

The experience gained ín the conception and implementation of policies for development promo­tion has resulted in a wide range of knowledge that makes feasible to argue for intervention designs that take into account the creation of new paradigms. Consequently, first a human development approach was assumed, which afterwards was supplemented with the principles of a sustainable development approach and, ultimately, both approaches were used according to the characreristics of each territory, which led to a territorial development approach. In this way we have generated a diverse range of learning for the designing of new policies, increasingly closer to the demands of the actors and groups of actors in each territory and at the same time adapted to the existing connections between them, which may eventually lead to social coalitions with a transformative character.
