Implementación de una plataforma Web como nodo de la infraestructura de datos espaciales del Perú

Abstract

El presente trabajo tiene como objetivo ilustrar la implementación de una plataforma web que ayuda a las entidades públicas del Perú a compartir y gestionar su información espacial e implementar su Infraestructura de Datos Espaciales Institucional y así constituirse como un nodo de la Infraestructura de Datos Espaciales del Perú - IDEP. Esta plataforma web la implementó la Secretaría de Gobierno Digital de la Presidencia del Consejo de Ministros - PCM, la cual tiene la función de coordinar y promover en todos los niveles del Gobierno la implementación de Infraestructuras de Datos Espaciales Institucionales como medio fundamental para asegurar el intercambio de datos espaciales entre entidades públicas (RM.325-2007-PCM, 2007). La problemática es que desde que se publicó el Decreto Supremo (DS.133- 2013-PCM, 2013) que establece el acceso e intercambio de información espacial entre entidades de la Administración Pública desde el año 2013 hasta la actualidad no se cumple por un 70% de entidades públicas que administran datos espaciales según la Encuesta Nacional de Recursos Informáticos en la Administración Pública (ENRIAP, 2018). Por tal situación surge la necesidad de implementar una plataforma web con los estándares de interoperabilidad (RM.241-2014-PCM, 2014) para distribuir a las entidades públicas y así puedan adecuarse al Decreto Supremo (DS.133-2013-PCM, 2013) para compartir información espacial.

The objective of this work is to illustrate the implementation of a web platform that helps public entities in Peru to share and manage their spatial information and implement their Institutional Spatial Data Infrastructure and thus become a Node of the Spatial Data Infrastructure of Peru. - IDEP. This web platform was implemented by the Digital Government Secretariat of the Presidency of the Council of Ministers - PCM, which has the function of promoting and coordinating at all levels of the Government the implementation of Institutional Spatial Data Infrastructures as a fundamental means to ensure the exchange of spatial data among public entities (RM.325-2007-PCM, 2007). The problem is that since the Supreme Decree was published (DS.133-2013- PCM, 2013) that establishes the access and exchange of spatial information between Public Administration entities from 2013 to the present, it is not fulfilled by a 70 % of public entities that manage spatial data according to the National Survey of Information Resources in the Public Administration (ENRIAP, 2018). Due to this situation, there is a need to implement a web platform with interoperability standards (RM.241-2014-PCM, 2014) to distribute to public entities and thus be able to adapt to the Supreme Decree (DS.133-2013-PCM, 2013) to share spatial information.
