Resumen : La importancia de este estudio del TLC Perú/EE.UU., se debe a que con la apertura del ATPDEA (Ley de Promoción Comercial Andina y de Erradicación de la Droga), se logró mejoras en la exportaciones de T-shirts de algodón generando un crecimiento, que vislumbraba mejores tiempos en este rubro del sector textil. Dado esta expectativa que surgió con el ATPDEA cuya fecha de término era a fines del 2006 y la sucesiva renovación de ésta hasta el 29 de febrero de 2008, se concretó el TLC Perú/EE.UU en Washington D.C. el 12 de abril de 2006 y finalmente el 15 de enero del 2009 los gobiernos de Perú y Estados Unidos aprobaron la implementación del TLC que entró en Vigencia el 1 Febrero 2009, como una oportunidad para el desarrollo de nuestro país. La entrada en vigencia del TLC con los Estado Unidos permite garantizar la entrada libre de aranceles de productos peruanos, a un mercado tan grande y significativo es fundamental en el desarrollo de muchos sectores productivos, en particular el sector textil y confecciones en el rubro T–shirts, las cuales han estado dinamizados por las preferencias otorgadas por el ATPDEA. Razón por la cual, se realiza este estudio para analizar, cuál fue la influencia del TLC en las exportaciones T–shirts y en otros factores, dentro del proceso productivo textil y confecciones. El TLC Perú/Estados Unidos, principal potencia económica mundial, un mercado que es 180 veces superior al nuestro, que en la actualidad es el principal destino de nuestras exportaciones tradicionales y no tradicionales. Nuestro país ha experimentado los beneficios que genera un acceso libre de aranceles, principal barrera al comercio internacional mediante el ATPDEA que permitió registrar a fines del 2007 un crecimiento promedio anual del 21% del sector textil y confecciones. Sin embargo, con el TLC esta situación cambia, debido a que el acceso libre de aranceles se da para ambos países (exportaciones/importaciones). El propósito del siguiente estudio, es determinar la influencia del TLC en las exportaciones T–shirts del sector textil y confecciones, analizando antes y después del TLC los diversos factores que van en contra de la competitividad de nuestro país, en el sector textil y confecciones rubro T–shirts.

Our country has experienced the benefits of tariff-free access, the main barrier to international trade through the ATPDEA, which allowed an average annual growth of 21% in the textile and garments sector at the end of 2007. However, with the FTA this situation changes, because the tariff-free access is given to both countries (exports / imports). The purpose of the following study is to determine the influence of the FTA on exports T-shirts of the textile and garments sector, analyzing before and after the FTA the various factors that go against the competitiveness of our country, in the textile and clothing sector item T-shirts.
