Estudio a nivel perfil del proyecto instalación de los sistemas de agua potable y alcantarillado del esquema integral Villas de Ancón - distrito de Ancón

Abstract

El presente informe ha sido desarrollado utilizando la información del proyecto de propiedad intelectual de SEDAPAL: “Estudio a Nivel Perfil del Proyecto Instalación de los Sistemas de Agua Potable y Alcantarillado del Esquema Integral Villas de Ancón-Distrito de Ancón”, cuyo objetivo es plantear alternativas de solución considerando aspectos técnicos y normativos, considerando como base, la situación actual de la población de Villas de Ancón, año 2016. El “Estudio a Nivel Perfil del Proyecto Instalación de los Sistemas de Agua Potable y Alcantarillado del Esquema Integral Villas de Ancón-Distrito de Ancón”, contiene dos alternativas para el sistema de agua potable, dos alternativas para el sistema de alcantarillado, tres para el sistema de tratamiento de aguas residuales y dos para la disposición final, emisario submarino. Asimismo, su desarrollo contempla atender la instalación de tres reservorios proyectados, implementación de línea de conducción, línea de impulsión, empalme a línea existente de la Matriz Chillón, instalación de redes principales, secundarias y conexiones domiciliarias; implementación de sistema de automatización con sistema SCADA; Instalación de líneas de rebose en reservorios proyectados, instalación de colectores principales, proyección de cámaras de desagüe, instalación de redes secundarias, así como sus respectivas conexiones domiciliarias; instalación de planta de tratamiento de aguas residuales y disposición final a través de un emisario submarino. Cabe precisar que, a julio 2017, sólo se habían publicado la Directiva N° 001-2017-EF/63.01, Directiva para la Programación Multianual y la Directiva N° 002-2017-EF/63.01, Directiva para la Formulación y Evaluación en el marco del SNPMGI, sin embargo, para esa fecha no se habían publicado los lineamientos del Sector Vivienda, Construcción y Saneamiento, para la formulación y evaluación del Invierte.pe; por tanto, para el caso del proyecto “INSTALACIÓN DE LOS SISTEMAS DE AGUA POTABLE Y ALCANTARILLADO DEL ESQUEMA INTEGRAL VILLAS DE ANCÓN – DISTRITO DE ANCÓN”, SEDAPAL optó por continuar aplicando las disposiciones del SNIP. En ese sentido, el estudio de perfil del presente proyecto de inversión pública se ajusta a los contenidos mínimos establecidos en el Anexo SNIP 05 de la Directiva N° 001-2011-EF/68.01, aprobada por R.D. N° 003-2011-EF/68.01 y su modificatoria con R.D N° 008-2013-EF/63.01. Por consiguiente, el Equipo Gestión de Proyectos Norte de la Gerencia de Proyectos y Obras de SEDAPAL, luego de la revisión, análisis y evaluación del estudio de pre inversión a nivel de perfil del proyecto “INSTALACIÓN DE LOS SISTEMAS DE AGUA POTABLE Y ALCANTARILLADO DEL ESQUEMA INTEGRAL VILLAS DE ANCÓN – DISTRITO DE ANCÓN”, recomendó otorgar la declaración de viabilidad al proyecto en el marco de la Ley del Sistema Nacional de Programación Multianual y Gestión de Inversiones y su Reglamento (Invierte.pe), a través del Informe Técnico N° 1328-2017-EGP-N/VEMC de fecha 11.07.2017.

It should be noted that, as of July 2017, only Directive No. 001-2017-EF / 63.01, Directive for Multiannual Programming and Directive No. 002-2017-EF / 63.01, Directive for Formulation and Evaluation had been published in the The SNPMGI framework, however, by that date the guidelines for the Housing, Construction and Sanitation Sector had not been published for the formulation and evaluation of Invierte.pe; therefore, in the case of the project “INSTALLATION OF THE SYSTEMS OF DRINKING WATER AND SEWAGE OF THE INTEGRAL SCHEME OF VILLAS DE ANCÓN - DISTRITO DE ANCÓN”, SEDAPAL chose to continue applying the provisions of SNIP. In that sense, the profile study of this public investment project is in accordance with the minimum contents established in Annex SNIP 05 of Directive No. 001-2011-EF / 68.01, approved by R.D. No. 003-2011-EF / 68.01 and its amendment with R.D No. 008-2013-EF / 63.01. Therefore, the North Project Management.
