El proceso de gestión de la documentación y los macroprocesos de negocio de la Superintendencia Nacional de Aduanas y Administración Tributaria en el ámbito del gobierno electrónico

Abstract

La presente tesis de investigación titulada: “El Proceso de Gestión de la Documentación y los Macroprocesos de Negocio de la Superintendencia Nacional de Aduanas y Administración Tributara (SUNAT), en el ámbito del Gobierno electrónico” tiene como objetivo determinar de que manera el proceso de Gestión de la Documentación influye en la gestión de los macroprocesos de negocio de la SUNAT. La metodología utilizada tiene el nivel de investigación correlacional¸ pues tiene el propósito general de estimar de qué manera el Proceso de la Gestión de la Documentación influye en la Gestión de los macroprocesos de Negocio de la SUNAT. Se dice que es correlacionada, en razón a que la estimación mencionada debe darse a través de los indicadores ó variables específicas definidas; para dicho fin, se adopta el método científico porque se inicia con el planteamiento del problema, se formula la hipótesis, luego se levanta la información para luego analizarla cuantitativamente a fin de comprobar las hipótesis formuladas y concluir validando las mismas. De lo investigado se concluye que el proceso de la Gestión Documentaria si tiene influencia en la gestión de los macroprocesos de negocio de la SUNAT: el negocio tributario y el negocio aduanero, ambos operan en un escenario organizacional no homogeneo; los procesos del negocio aduanero tiene mayor nivel de estandarización en comparación a los procesos del negocio tributario. No obstante, de las cuatro variables seleccionadas como objeto de estudio, se comprueba, que las variables que influyen en la gestión de los macroprocesos de negocio de la SUNAT son, sistematización de la gestión, la trazabilidad Documentaria, y la diversidad de sistemas informáticos. En tanto que la variable optimización de procedimientos, no influye en la gestión de los macroprocesos de negocio.

The present thesis of qualified investigation: " The Process of Management of the Documentation and the Macroprocesses of Business of the National Superintendence of Customs and Administration It Was Paying (SUNAT), in the area of the electronic Government " it has as aim determine of that way that the process of Management of the Documentation influences the management of the macroprocesses of business of the SUNAT. The used methodology has the level of investigation correlational since it has the general intention of estimating of what way the Process of the Management of the Documentation influences the Management of the macroprocesses of Business of the SUNAT. It is said that it is correlated, in reason to which the mentioned estimation must give him across the indicators ó specific definite variables; for the above mentioned end, the scientific method is adopted because it begins with the exposition of the problem, the hypothesis is formulated, then the information gets up then to analyze it quantitatively in order to verify the formulated hypotheses and to end up by validating the same ones. Of the investigated one concludes that the process of the Management Documentaria if it has influence in the management of the macroprocesses of business of the SUNAT: the tributary business and the customs business, both operate in a scene not homogeneously; the processes of the customs business it has major level of standardization in comparison to the processes of the tributary business. Nevertheless, of four variables selected as object of study, there is verified, that the variables that influence the management of the macroprocesses of business of the SUNAT are, systematizing of the management, the traceability Documentaria, to diversity of IT systems. While the variable optimization of procedures, not influence in the management of the macroprocesses of business.
