Título : La inversión en los Gobiernos Regionales según la fuente de financiamiento recursos determinados: 2003-2008, caso: Ancash y Huancavelica

Resumen : Un tema a resaltar del proceso de descentralización que se inició el 2002 en el Perú, tiene que ver con los cuantiosos recursos que muchos Gobiernos Subnacionales (GSN) están recibiendo por concepto de Recursos Determinados (RD), los cuales han pasado de una situación de escasez de recursos a una de abundancia, mientras que otros aún mantienen su nivel de precariedad financiera. El presente estudio tiene como objetivo conocer si la inversión financiada con Recursos Determinados (RD), ha aportado en la reducción de la Pobreza Total en las Regiones de Ancash y Huancavelica, en el periodo 2003-2008. Para validar la hipótesis propuesta se aplicó el coeficiente de correlación y determinación para establecer el grado de relación entre las variables analizadas, sobre la base de la información recogida de diferentes entidades gubernamentales del país. Producto del análisis de la información recogida y de los resultados obtenidos, se aceptó la hipótesis general, razón por la cual se concluye que la inversión financiada con Recursos Determinados de los Gobiernos Regionales, está correlacionada con los índices de pobreza total en las regiones de Ancash y Huancavelica. Asimismo, se ha encontrado que el gasto corriente e inversión realizada por el Gobierno Nacional y Gobierno Local presentan una correlación inversa con el indicador de pobreza demostrándose con ello su contribución a la reducción de la pobreza. También se ha observado que las intervenciones del sector privado, podrían influir en la reducción de la pobreza, pero cuya investigación no está dentro de los alcances de la presente tesis.
A subject to highlight about the decentralization process that started during 2002 in Peru, is related with the considerable resources that many Subnational Governments (SNGs) are receiving through determined resources (DR), which have passed from shortage to an abundance situation, while others still maintain their precarious financial level. This study aims to determine whether the investment, financed with determined resources (DR), has contributed to the reduction of poverty in the Regions of Ancash and Huancavelica, through the years 2003 - 2008. To validate our hypothesis we applied the correlation and determination coefficient to establish the degree of relationship between the analyzed variables, based on information collected from various government agencies of the country. Based on the analysis made on the gathered information and the obtained results, the general hypothesis is accepted; which is why we conclude that the investment financed with determined resources of Regional Governments, is correlated with overall poverty rates in the regions of Ancash and Huancavelica. Also, we found that current spending and investment by the National Government and Local Government show an inverse correlation with the poverty indicator thereby demonstrating its contribution to poverty reduction. Also, It has been observed that private sector interventions, could influence the reduction of poverty, but whose research is not within the scope of this thesis.
