Abstract

El Callao; Provincia Constitucional de gran importancia histórica y económica para el Perú; donde se ubican el aeropuerto y el puerto de mayor afluencia del país... A pesar de tan importante infraestructura, es bien sabido que el Callao presenta grandes problemas y desatenciones a nivel sociocultural; cuenta con un centro histórico lleno de importantes monumentos que constituyen un gran patrimonio; sin embargo, no se ha dado una política de restauración y conservación de dicha zona, por lo cual se encuentra desvalorizado y desaprovechado. El propósito del presente documento ha sido identificar puntualmente algunos de los componentes de dicha problemática social-cultural, y proponer el desarrollo de un proyecto arquitectónico cuyo programa contribuya a mejorar la actividad cultural y a la vez, que represente un aporte al entorno urbano, mejorando la calidad de los espacios públicos y que facilite el recorrido peatonal del centro histórico y sus alrededores. Esto podrá ser un importante incentivo a la inversión privada para invertir en restauración de los monumentos arquitectónicos con fines comerciales. La implementación de La Escuela Regional de Artes Mixtas del Callao, además de atender el déficit existente de este tipo de centros de enseñanza, cumplirá el propósito de convertirse en un importante punto de encuentro e intercambio socio cultural para el Callao y los distritos limeños aledaños. Esa actividad representará una importante puesta en valor del centro chalaco, y contribuirá a combatir directa o indirectamente la problemática social.

Callao; Province of great history and economic importance for Peru, where are located the main port and airport of the country…, Despite the presence of this important infrastructure, it is well known that Callao presents big problems and /ack of attention in the socio-cultural field; It holds an Histories Centre with a significant number of architectural monuments that are part of an important heritage. Despite of this fact, a policy of restoration and conservation hasn't been implemented at this zone, this is the reason why Callao 's Histories Centre looks devalued and lacks of opportunities. The purpose of this document is to identify some of the components of these socio-cultural problems, and to propose the development of an architectural project, which will contribute to improve the cultural activity and serve as an if censive for private investors interested in the restoration of monuments for commercial uses. The implementation of a "Callao 's Regional School of Mixed Arts" will not only attend the deficit of this kind of teaching centers, it will also fu/fil/ the purpose of becoming an important meeting point for the community, therefore promoting social and cultural development and exchange between the people. This activity would a/so contribute to the reassessment of the cultural heritage on a local and regional level and will help to fight the social problem a/so.
