Implementación del sistema de gestión de seguridad y salud ocupacional y su incidencia en el proceso de fiscalización de Osinergmin en la U.P. Las Camelias 6 de Cia. minera Las Camelias S.A.

Abstract

El presente trabajo de suficiencia profesional tuvo por objetivo determinar el efecto que tiene la implementación del sistema de gestión de seguridad y salud ocupacional en el proceso de fiscalización de OSINERGMIN en la unidad productiva Las Camelias 6 de Cía. Minera Las Camelias S.A. La metodología para el desarrollo del presente trabajo se realizó en diferentes fases las cuales están comprendidos de la siguiente manera: La primera fase consistió en la implementación del sistema de gestión de seguridad y salud ocupacional de acuerdo al D.S. N° 024-2016 EM y su modificatoria D.S. N° 023-2017 EM; la segunda fase consistió en verificar si los estándares operacionales en la unidad productiva cumplen con lo indicado en el Reglamento de Seguridad y Salud Ocupacional en Minería; la tercera fase consistió en la elaboración de la lista de requisitos de seguridad y salud ocupacional que son verificables durante el proceso de fiscalización de OSINERGMIN; la cuarta fase consistió en realizar un análisis de la evolución de las supervisiones y fiscalizaciones de OSINERGMIN a la unidad productiva en los últimos 3 años. Finalmente se llegó a la conclusión que la implementación de un sistema de gestión de seguridad y salud ocupacional en la unidad productiva Las camelias 6, tuvo como resultado la disminución de los hechos constatados producto de supervisiones y fiscalizaciones de OSINERGMIN en la unidad productiva

The objective of this professional proficiency work was to verify the relationship between the implementation of the occupational health and safety management system and the OSINERGMIN control process in the Las Camelias 6 de Cía. Minera Las Camelias S.A. The methodology for the development of this work was carried out in different phases which are understood as follows: The first phase consisted of the implementation of the occupational health and safety management system according to D.S. N° 024-2016 EM and its amendment D.S. No. 023-2017 EM; The second phase consisted of verifying if the operational standards in the productive unit comply with what is indicated in the Regulation of Occupational Safety and Health in Mining ;the third phase consisted of drawing up the list of occupational health and safety requirements that can be verified during the OSINERGMIN inspection process; the fourth phase consisted of carrying out an analysis of the evolution of OSINERGMIN's supervision and auditing of the production unit in the last 3 years. Finally, it was concluded that the implementation of an occupational health and safety management system in the Las Camelias 6 production unit resulted in a decrease in the facts verified as a result of supervision and auditing by OSINERGMIN in the production unit.
