Elaboración de una guía metodológica y un lineamiento técnico para la formulación de inversiones de la tipología de bibliotecas públicas

Abstract

El presente Trabajo de Suficiencia Profesional (TSP) inicia describiendo los instrumentos metodológicos generales del Sistema Nacional de Programación Multianual y Gestión de Inversiones (INVIERTE.PE), asociados a la formulación y planteamiento de inversiones. Seguidamente, se identifican las limitantes de aplicar estos instrumentos a inversiones de la tipología de Bibliotecas Públicas, donde se analiza el complejo proceso productivo de los servicios bibliotecarios, culturales y/o de extensión bibliotecaria; limitantes que generan desincentivos y dificultan el planteamiento, priorización y ejecución de este tipo de inversiones. En atención a la problemática, y como resultado final de este TSP, se presenta una “Guía Metodológica” para el caso de la identificación, formulación y evaluación de Proyectos de Inversión (PI) y un “Lineamiento Técnico” para el caso de la identificación y registro de las Inversiones de Optimización, de Ampliación Marginal, de Rehabilitación y de Reposición (IOARR); ambos como una propuesta de instrumentos aplicables para toda inversión de la tipología de Bibliotecas Públicas.

This Professional Sufficiency Work begins by describing the general methodological instruments of the National System of Multiannual Programming and Investment Management, associated with the formulation and planning of investments. Next, the limitations of applying these instruments to investments of the typology of Public Libraries are identified, where the complex productive process of library, cultural and/or library extension services is analyzed; limitations that generate disincentives and hinder the approach, prioritization and execution of this type of investment. In response to the problem, and as a final result of this Professional Sufficiency Work, a "Methodological Guide" is presented for the case of the identification, formulation and evaluation of Investment Projects and a "Technical Guideline" for the case of identification and registration of Optimization, Marginal Expansion, Rehabilitation and Replacement Investments; both as proposal of instruments applicable to any investment of the typology of Public Libraries.
