Diseño de un modelo de optimización para la asignación de docentes del nivel secundario de la educación básica regular en las Instituciones Educativas Estatales Peruanas

Abstract

Durante cada periodo lectivo del año escolar se llevan a cabo distintas actividades con el objetivo de organizar el funcionamiento de las instituciones educativas a nivel nacional, una actividad muy importante que permite organizar los servicios educativos que cada institución educativa brinda es la elaboración del “Cuadro de Distribución de Horas de Clase”, el cual es un requisito especificado en la “Directiva de Elaboración y Aprobación del Cuadro de Distribución de Horas de Clase” que cada año emite el Ministerio de Educación. El Cuadro de Distribución de Horas de Clase tiene como objetivo principal distribuir las horas de clase a los docentes nombrados, es decir el total de horas de clase semanales que la institución educativa debe brindar a los estudiantes, en base a la especialidad de cada docente, así como determinar las plazas docentes requeridas, los docentes excedentes y las horas faltantes para poder llegar a cubrir el total de horas de clase de cada institución educativa. El Cuadro de Distribución de Horas de Clase se utiliza en el nivel secundario de la Educación Básica Regular y en el ciclo avanzado de la Educación Básica Alternativa (en los niveles inicial y primario se asigna un docente a cada sección, motivo por el cual no aplica la distribución de horas de clase), por lo que es necesario desarrollar una herramienta que permita determinar el Cuadro de Distribución de Horas de Clase para llevar a cabo el servicio educativo, esta herramienta debe tener la capacidad de planificar - en el periodo lectivo actual - los recursos necesarios para brindar los servicios educativos del siguiente año, de tal forma que no solamente se determinen las horas asignadas a cada docente sino que a partir de la proyección de alumnos matriculados sea posible determinar los recursos humanos necesarios para poder atender a los estudiantes en forma anticipada.
