El rol de las ciudades en la formación y desarrollo de macro regiones en el Perú; caso, Macro Región Centro

Abstract

La imposibilidad de formar macro regiones en el Perú, de manera intuitiva y con alta dosis política, fusionando dos o más departamentos, fue la principal motivación que dio lugar al inicio de la presente investigación; ante ello postulamos desde los principios del desarrollo urbano y regional, que las ciudades, mediante fuerzas potenciales de gravitación que ejercen, cumplen un importante rol e influyen significativamente en la formación y desarrollo de macro regiones. Tema aún no estudiado en el país como antecedente; encontrando así un vacío en la ciencia, motivo de investigación. Por los que, pretendemos responder como problema fundamental, la siguiente interrogante: ¿Cómo es el rol que desempeñan las ciudades en la evidente influencia que ejercen, en la formación y desarrollo de macro regiones en el Perú; ¿caso, macro región centro?; con el que creemos que al darle el verdadero valorar a las ciudades, como entes de integración regional, de articulación interurbana y con las funciones que desempeñan, podemos contribuir con tan importante necesidad para el país. Optando por el modelo gravitacional, como principal herramienta metodológica de estudio; así como, el modelo de las dimensiones básicas, para la funcionalidad de los centros urbanos mediante el análisis factorial- regresional. Identificamos así, agrupamientos de ciudades formadas de manera natural en diferentes ámbitos, como en el norte liderado por Trujillo, en el sur Arequipa, en el centro Huancayo y en el oriente Iquitos; descubriendo así 4 grandes macro regiones históricas en el país. Dichas aglomeraciones llegan a responder a un sistema de ciudades, por los que se producen las interrelaciones urbanas, los vínculos que agrupan ciudades, los flujos y movimientos que estructuran redes y en mérito a la funcionalidad o especialidades se definen las jerarquías y rango de ciudades para identificar los ejes ordenadores; como en el caso particular de la MRC, tenemos a Huancayo como eje principal de ordenamiento macro regional, Pucallpa e Ica como ejes ordenadores sub regionales. Demostrando así que las ciudades si influyen significativamente y cumplen un rol estratégico en la formación y desarrollo de macro regiones, así como el rol de integración, articulación y funcionalidad, con las que se llegan a componer aglomeraciones, estructuradas, ordenadas y unificadas en diversas escalas, tanto a nivel nacional, macro regional, sub regional. Se recomienda al gobierno central y al congreso de la república, recomponer los actuales departamentos, en función de las fuerzas de gravitación potencial de las ciudades, para un nuevo ordenamiento territorial, con el propósito de formar macro regiones en el país, en función de ciudades líderes o ejes ordenadores, abandonando la idea de fusionar departamentos.

The inability to form macro regions in Peru, in an intuitive way and with high political dose, fusing two or more departments, it was the principal motivation that gave place to the beginning of the present investigation; before it we postulate from the beginning of the urban and regional development, that the cities, by means of potential forces of gravitation that they exercise, fulfill an important role and influence significantly in the formation and development of macro regions. Be afraid still not studied in the country as precedent; finding an emptiness like that in the science, motive of investigation. For that, we try to answer as fundamental problem, the following questioning one: how it is the role that the cities recover in the evident influence that they exercise, in the formation and development of macro regions in Peru; marry, macro region centre?; with that we believe that on having given the real one to him to value to the cities, as entities of regional integration, of inter-city joint and with the functions that they recover, we can contribute with so important need to the country. Choosing for the gravitational model, as principal methodological tool of study; as well as, the model of the basic dimensions, for the functionality of the urban centers by means of the analysis factorial - regresional. We identify this way, groupings of cities formed of a natural way in different areas, since in the north led by Trujillo, in the south Arequipa, in the center Huancayo and in the east Iquitos; discovering this way 4 big macro historical regions in the country. The above mentioned agglomerations manage to answer to a system of cities, for that there take place the urban interrelationships, the links that group cities, the flows and movements that structure networks and in merit to the functionality or specialities define the hierarchies and range of cities to identify the axes computers; since in the particular case of the MRC, we have to Huancayo as principal axis of classification macro regionally, Pucallpa and Ica as axes computers sub regional. Demonstrating so the cities if they influence significantly and they fulfill a strategic role in the formation and development of macro regions, as well as the role of integration, joint and functionality, with that they manage to compose agglomerations, structured, tidy and unified in diverse scales, so much on the national level, macro regionally, sub regionally. It is recommended to the central government and to the congress of the republic, to re- compose the current departments, depending on the forces of potential gravitation of the cities, for a new territorial classification, with the intention of forming macro regions in the country, depending on leading cities or axes computers, leaving the idea of fusing departments.
