Sistema de gestión en la supervisión y fiscalización minera

Abstract

El presente estudio esta orientado, en aplicar herramientas útiles para mejorar la gestión en la supervisión y fiscalización de las actividades mineras en seguridad e higiene minera y medio ambiente de la gran y mediana minería. Actualmente la supervisión de las actividades mineras, encargada a la Gerencia de Fiscalización Minera del Organismo Supervisor de la Inversión en Energía y Minería, se desarrolla según las bases del procedimiento aplicado por el Ministerio de Energía y Minas. El sistema propuesto permitirá contar con información para tomar decisiones en tiempo real, optimizar la programación de supervisiones, reducir el tiempo de ejecución a los procedimientos administrativos iniciados, resolver pasivos administrativos de la gestión anterior, contar con un monitoreo permanente, optimizar el uso de recursos y aumentar la satisfacción del cliente. Una vez identificados y sistematizados los procesos de supervisión, se aplica el ciclo de mejora continua y se diseñan las herramientas pertinentes para realizar la medición y seguimiento del proceso por medio de indicadores.

This study focuses in applying useful tools to improve the management in the supervision and inspection of mining activities in safety, and mining hygiene and environmental management, related to the great and medium scale mining industry. Nowadays the supervision of the mining activity, in chargue of the Gerencia de Fiscalización Minera (Department of Mining Supervision) of the Organismo Supervisor de la Inversión en Energía y Minería (Supervisor entity of Energy and Mining investment), develops according to the procedure applied by the Ministry of Energy and Mines. The proposed system will allow to get information and take decisions in real time, to optimize the program supervision, to reduce the time of the administrative procedures, to solve liabilities of the previous management, to have a permanent monitoring, to optimize the use of resources and to increase the satisfaction of the client. Once the processes of supervision is identified and systematized, they are managed applying the cycle of continue improvement and the pertinent tools are designed to measure and follow-the process by indicators.
