El sistema de gestión ambiental en el control del drenaje ácido de Mina

Abstract

Se plantea un mecanismo de gestión ambiental para el control del drenaje ácido de roca DAR, de un yacimiento polimetálico, ubicado en la Sierra central, este sistema de gestión ambiental SGA, integra todo tipo de acciones para que la actividad minero metalúrgica opera de manera amigable con el entorno social y ambiental. La primera acción es contar con una declaración de principios o postulados ambientales dirigidos a evitar el desarrollo del DAR. Así por ejemplo utilizar la prevención como el mejor mecanismo del control del DAR, respeto a las normas ambientales, armonía con el entorno ambiental y social, y un sistema de mejoras continuas. Los diferentes residuos minerales de las actividades minero metalúrgicas serán evaluadas y valorizadas, con el fin de darle un carácter selectivo en términos de mayor riesgo ambiental y de prioridad en su control, determinando de esta manera los aspectos ambientales mas significativos AAS, los que conjugando con los postulados ambientales poder definir los Objetivos y Metas; además el reconocimiento de actividades críticas, controles operacionales, etc. en resumen, preparar el Plan de Gestión Ambiental PGA, para el control del DAR. A continuación se desarrolla como ejecutar el PGA con la organización necesaria para atender los objetivos devenidos de los AAS (cronogramas y recursos), implementar todas las medidas de control del DAR sean estas para atender de manera inmediata a los materiales en desarrollo del DAR, el empleo de tecnología para minimizar el desarrollo del DAR y acciones para prevenir el desarrollo del DAR. Todas estas tareas serán controladas y vigiladas tanto por los controles operacionales controles de gestión y supervisión tanto interna como externa. Las Auditorias no solo verificaran el desarrollo del PGA sino descubrirán las acciones para aun mejorar el control del DAR y proponer a la Alta Dirección para continuar mejorando el PGA para el DAR.

This research proposes a mechanism of Environmental Management to control the Acid Mine Drainage (AMD), from a multi mineral deposit located in the Sierra Central. This Environmental Management System (EMS) integrates several actions to make sure that the mining activity is operating conscientiously taking care not only of the environment, but also the community. The first action is to have a clear declaration of environmental principles or postulates, made with the intention to avoid the development of the AMD. Some of them are: the use of prevention as the best tool to control the AMD, to respect the environmental reglamentation, to be harmonic with the environment and the community and to have a system of continuous improvement. The different types of mineral wastes from mining activities will be evaluated, in order to classify them in terms of environmental risk and priority in its management. In this sense, there will be determined the Significant Environmental Aspects (SEA), that joined to the environmental principles, will define objectives and goals, the recognition of critic activities, control in operations, etc; in summary the Environmental Management Plan (EMP) to control the AMD. The EMP will be developed with the correct organization to attend the objectives derived from the SEA. Then, there will be implemented all the means to control the AMD, to control immediately the materials that develop the AMD, the use of technology to minimize the development of AMD and the actions to prevent the development of AMD. All this tasks will be watched by the operational controls, management controls, and the inside and outside supervision. The audits will verify not only the performance of the EMP, but also will detect the actions to take in order to control the AMD and propose the Directors to continue improving the EMP.
