Plan de mejora en la gestión de la inversión pública en gobiernos regionales

Abstract

El presente trabajo de investigación tiene como objetivo general proponer un "Plan de Mejora en la Gestión de la Inversión Pública en Gobiernos Regionales" que permita contribuir a la reducción de brechas de cobertura y calidad en la ejecución de bienes y servicios públicos, e impulsar las inversiones para dinamizar el crecimiento y desarrollo socio económico de las diferentes regiones del país principalmente con mayores índices de pobreza. En una primera y segunda parte de la investigación se ha realizado el planteamiento del estudio y el marco teórico, para comprender la problemática, la hipótesis y los objetivos de la tesis; así como también para tomar conocimiento de algunos conceptos del funcionamiento de datos importantes de la inversión pública, desde la creación del "Sistema Nacional de Inversión Pública" en el año 2000, hasta la entrada en vigencia del "Sistema Nacional de Programación Multianual y Gestión de Inversiones" en el año 2017. En una tercera parte, la investigación nos muestra los resultados de los tiempos prolongados en la formulación, evaluación y ejecución de los proyectos de inversión pública a nivel de perfiles, expedientes técnicos y ejecución de obras, retrasando de esta manera la inversión pública de acuerdo a lo planificado; ya con la intervención piloto de la asistencia técnica del Ministerio de Economía y Finanzas en ciertos Gobiernos Regionales durante los años 2014, 2015 y parte del año 2016 es que se da una disminución de tiempos en la gestión de proyectos, lo que en cierta forma ha conllevado a una mejor y mayor ejecución del gasto público en relación a otros años, llegándose en el año 2015 a su máximo nivel histórico de ejecución del gasto, siendo esta de 83.25% (promedio nacional de Gobiernos Regionales); evidenciándose también de esta manera lo mucho que queda por mejorar en la eficiencia y la calidad de la inversión pública regional. Del análisis de la información histórica, análisis de los indicadores y de las encuestas a funcionarios y operadores; así como de la opinión experta, es que se elabora el "Plan de Mejora en la Gestión de la Inversión Pública en Gobiernos Regionales", que para alcanzar sus objetivos requiere fortalecer los sistemas administrativos, las capacidades de funcionarios y operadores en el marco del reciente sistema "Invierte.Pe" que comprende la Programación Multianual y Gestión de Inversiones de los Proyectos de Inversión Pública, entre otras. Dentro de este plan, se propone también la intervención de una nueva "Asistencia Técnica Integral Permanente en los Gobiernos Regionales" con metas y objetivos claros, como el de cumplir el rol de articulador de trabajo entre las diferentes gerencias, subgerencias y direcciones de la Entidad, que es una de las principales dificultades identificadas en la investigación. De la misma manera se plantea por medio de esta asistencia desempeñar labores in situ de asesoría, seguimiento, acompañamiento y monitoreo a los Proyectos de Inversión Pública; a más de tener la facultad y capacidad de generar lineamientos internos, protocolos, directivas, banco de lecciones aprendidas, entre otras, para identificar y eliminar dificultades, puntos críticos y cuellos de botella vinculadas a la inversión pública; así mismo ser un nexo importante con el Ministerio de Economía y Finanzas; toda estas propuestas con el único propósito de lograr el objetivo general de la presente tesis de investigación.

The present research work has as its general objective to propose an "Improvement Plan in the Management of Public Investment in Regional Governments" that allows contributing to the reduction of coverage and quality gaps in the execution of public goods and services, and to promote investments to boost the socio-economic growth and development of the different regions of the country, mainly with higher poverty rates. In a first and second part of the research the study approach and the theoretical framework have been made, to understand the problem, the hypothesis and the objectives of the thesis; as well as to learn about some concepts of the operation of important data of public investment, from the creation of the "National System of Public Investment" in the year 2000, until the entry into force of the "National System of Multiannual Programming and Management of Investments "in the year 2017. In a third part, the research shows us the results of the prolonged times in the formulation, evaluation and execution of public investment projects at the level of profiles, technical files and execution of works, thus delaying public investment according to the planned; already with the pilot intervention of the technical assistance of the Ministry of Economy and Finance in certain Regional Governments during the years 2014, 2015 and part of the year 2016 is that there is a decrease of time in the management of projects, which in a certain way has led to a better and greater execution of public spending in relation to other years, reaching in 2015 to its highest historical level of expenditure execution, being this 83.25% (national average of Regional Governments); This also reveals how much remains to be improved in the efficiency and quality of regional public investment. From the analysis of historical information, analysis of indicators and surveys to officials and operators; as well as the expert opinion, is that the "Improvement Plan in the Management of Public Investment in Regional Governments" is prepared, which to achieve its objectives requires strengthening the administrative systems, the capacities of officials and operators according to the recent system " Invierte.Pe "comprising the Multi-Year Programming and Investment Management of Public Investment Projects, among others. Within this plan, we also propose the intervention of a new "Integral Permanent Technical Assistance in Regional Governments" with clear goals and objectives, such as fulfilling the role of articulator of work among the different managements, sub-managements and directorates of the Entity, which is one of the main difficulties identified in the investigation. In the same way, through this assistance, it is proposed to perform on-site tasks of advising, monitoring, monitoring and monitoring the Public Investment Projects; besides having the power and capacity to generate internal guidelines, protocols, directives, bank of lessons learned, among others, to identify and eliminate difficulties, critical points and bottlenecks linked to public investment; likewise be an important link with the Ministry of Economy and Finance; all these proposals with the sole purpose of achieving the general objective of this research thesis.
