Terminal marítimo de pasajeros en el Callao

Abstract

Siendo la arquitectura la profesión de la cual somos egresados y habiendo cursado estudios en una universidad pública, nos sentimos motivados a proponer como tema de tesis un proyecto que sirva al desarrollo del país, usando para esto los conocimientos y habilidades adquiridas durante los años de estudios. El Perú se asienta en un territorio diverso, posee una gran diversidad de recursos naturales y patrimoniales. La posesión de estos recursos no basta para lograr por si solos el desarrollo de una nación, se necesita que sus habitantes se organicen y propongan soluciones a las necesidades que pueda necesitar el país para alcanzar un óptimo desarrollo. Un elemento importante para el crecimiento de un país es la infraestructura, este es el soporte físico para el desarrollo económico sostenible de un país o región. La infraestructura de un país interrelaciona los medios productivos de este, sin una buena calidad de infraestructura no se puede tener un crecimiento sostenido, algo que se ha vuelto tema recurrente en los últimos años en los planes de desarrollo nacional. Se calcula que para el 2011 habíamos tenido un gran déficit del sector.1 La infraestructura condiciona al crecimiento o estancamiento de los diversos sectores productivos de la economía de un país. La infraestructura del transporte es una variable crítica en la medición del buen desempeño del crecimiento económico y social. En los últimos años se ha venido impulsando políticas de mejoramiento de carreteras, terminales terrestres y aeropuertos, pero se ha descuidado el transporte marítimo sobre todo el de pasajeros. Teniendo el Perú un privilegiado borde marítimo no se ha hecho común en nuestro país el uso de este -como si se hace en otros países de la región- como una alternativa al transporte aéreo. En la mayoría de países desarrollados y en varios países de la región se impulsa el transporte marítimo como impulsor del sector turístico a través de cruceros y otro tipo de embarcaciones. En nuestro país podría servir como alternativa y/o complemento al aeropuerto internacional Jorge Chávez que es en la actualidad nuestra principal puerta de entrada y salida. En los últimos años se ha venido incrementando en la región de manera sostenible el transporte marítimo como medio de transporte y/o turismo de escala, siendo los destinos favoritos de los turistas y de las principales rutas navieras las ciudades en la región de Mar del Plata, Valparaíso, Guayaquil, Panamá y Cozumel en Guatemala, estando los puertos nacionales entre ellos el Callao excluidos de este lucrativo circuito. La industria turística genera millones de dólares en ingresos económicos, todo indica que, teniendo atractivos turísticos internacionalmente conocidos, un mar tranquilo con un calado 1 El déficit en infraestructura para el año 2011 en el Perú alcanzaría los US$ 37 mil millones. (Diario Expreso 2011) adecuado y con bastante apertura comercial al exterior, el siguiente paso sería mejorar la infraestructura de nuestros puertos para hacer sostenible este crecimiento. El presente proyecto de grado desarrolla un terminal marítimo para cruceros, detallando en los capítulos de la memoria que acompaña a los planos el motivo de la elección del lugar, los objetivos a alcanzar, el desarrollo de la problemática y el marco contextual, de manera tal que se logre alcanzar un nivel de ejercicio de proyecto de tesis viable y que se adecúe a la realidad.
