Centro de investigación y planeamiento urbano - sustentable

Abstract

En el Perú, el servicio educativo es el sector más descuidado de parte del Estado, a pesar que, existe una gran demanda de parte de los jóvenes por tener carreras universitarias o que aspiran a ello. En todo el Perú existen ya 53 universidades acreditadas por la SUNEDU. Sin embargo, los índices relacionados a las investigaciones realizadas por parte de estas instituciones son muy bajos comparados a otros países de similar economía, claro que la inversión que el Perú destina para realizar investigación también es mínima, a pesar de que, se sabe que los pilares para lograr un desarrollo sustentable en el país, son la sociedad, la economía y el ambiente, pero siempre y en cuando estén dirigidos por la educación, la investigación y la tecnología. Es de vital importancia que la ciudad de Lima, la capital del país, se encamine a ser una ciudad sustentable. Específicamente la zona del Montón, ubicado en cercado de Lima y a la margen izquierda del río Rímac, es un lugar que actualmente se encuentra abandonado y degradado, con diversos problemas como la delincuencia, el alto riesgo, debido a los deslizamientos que se puedan producir en las riberas, y la construcción informal, tomando en cuenta que esta zona fue un antiguo relleno sanitario, se sabe que se deben tener consideraciones especiales para poder construir cualquier tipo de edificación. Por otro lado, también existe un gran potencial en esta zona, que debe ser aprovechado, de manera que la ciudad adquiera nuevas posibilidades mejorando el paisaje y la relación con el río Rímac, de manera que también se logre contribuir la calidad de vida de los habitantes. Lo cual es una gran motivación para el desarrollo del proyecto. Esta tesis no solo se presenta como un proyecto aislado, sino que forma parte de un planteamiento urbano previo, que busca resolver la problemática del lugar y a la vez revitalizar una zona tan importante para la ciudad como lo es el Río Rímac, es por ello que luego de obtener los indicadores suficientes, se plantea la creación de un Centro de Investigación y Planeamiento Urbano, cuya finalidad es desarrollar, potenciar y albergar investigaciones que sean innovadoras para lograr el desarrollo urbano y sustentable de la ciudad; además de difundir y estimular debates locales y globales relacionados al desarrollo sustentable, mejorando así la base científica disponible, y alentando a las autoridades, entidades privadas y profesionales a tomar decisiones que puedan contribuir con este desarrollo.

Specifically, the Montón area, located in the Lima fencing and on the left bank of the Rímac river, is a place that is currently abandoned and degraded, with various problems such as crime, high risk, due to landslides that may occur in the banks, and informal construction, taking into account that this area was an old sanitary landfill, it is known that special considerations must be taken to build any type of building. On the other hand, there is also a great potential in this area, which must be taken advantage of, so that the city acquires new possibilities by improving the landscape and the relationship with the Rímac River, so that the quality of life of the population can be improved. Which is a great motivation for the development of the project. This thesis is not only presented as an isolated project, but is part of a previous urban approach, which seeks to solve the problem of the place and at the same time revitalize an area as important for the city as the Rimac River, that is why After obtaining sufficient indicators, the creation of a Center for Research and Urban Planning is proposed, whose purpose is to develop, promote and host research that is innovative to achieve the urban and sustainable development of the city; in addition to disseminating and stimulating local and global debates related to sustainable development, thus improving the available scientific base, and encouraging authorities, private entities and professionals to make decisions that can contribute to this development.
