Propuesta de regulación del sistema de mototaxi como transporte público en una ciudad intermedia

Abstract

La presente Tesis denominada “Propuesta De Regulación Del Sistema De Mototaxi Como Transporte Público En Una Ciudad Intermedia”, donde se determinó la manera de regular al mototaxi. La finalidad es proponer un sistema de regulación de transporte público de unidades menores (mototaxi) en ciudades intermedias, para incorporar al mototaxi al sistema de transporte público, debido a que el servicio de transporte en mototaxi es un servicio flexible, adaptable a diversa zonas, especialmente en zonas periféricas donde existe escasa demanda del servicio de transporte y porque las municipalidades no cuentan con un servicio urbano necesario para dar solución al problema social del conductor del mototaxi. Es importante implementar al modo mototaxi como medio de transporte urbano, económico, seguro y eficaz. Esta investigación se realizó bajo un enfoque descriptivo porque describe el funcionamiento del sistema de transporte, y un enfoque semi experimental (observación mediante simulación) dado que se realiza de manera computacional, como es de simulación del sistema de transporte en el programa del TransCAD. Para la realización de la presente investigación se efectuó la revisión bibliográfica del sistema mototaxi y del transporte masivo en ciudades intermedias, además se analizaron los sistemas integrados de transporte, debido a que estos sistemas atienden las necesidades de viaje de un gran número de personas y tienen la ventaja de poder convivir entre ellos. Para conocer las condiciones actuales de la movilidad del transporte en mototaxi en el área en análisis que pertenece a un sector del Área Metropolitana de Huánuco, de la provincia y región de Huánuco, se desarrolló un diagnóstico para después definir la regulación de transporte público de unidades menores (mototaxi) que merme la problemática de la citada área, para lo cual se realizó visitas a la zona para evaluar la red vial y la rutas del transporte masivo, y luego se generó un modelo cuyos valores fueron ajustados con encuestas origen destino y conteos de tráfico. Los resultados de las encuestas origen destino arrojaron que las personas para movilizarse dentro del área en estudio en su mayoría lo realizan en mototaxis (54.31 %) y por motivo de trabajo (57.96%), debido a que no existe un sistema de regulación de transporte público de unidades menores. La regulación de transporte público de unidades menores cubrirá las necesidades de viajes existentes en ciudades intermedias, articulará los modos de transporte (mototaxi y transporte masivo) y promoverá una fuente de trabajo para los conductores de mototaxi, así mismo reducirá la congestión vehicular y mejorará la movilidad, el cual indirectamente reducirá las pérdidas económicas por demoras en el tiempo de viaje. La propuesta de regulación del transporte público incluye las normas de tránsito del mototaxi como restricciones vehiculares, evitar parqueos en las vías, entre otros, a fin que permitan un buen desempeño del sistema de transporte de unidades menores. Para el análisis de los resultados de la investigación y contrastación de hipótesis, se plantea el método semi experimental (observación mediante simulación), se desarrolla y se obtienen los resultados de nivel de servicio de la situación actual y aplicando la propuesta. Como instrumento se ha utilizado el software Estadístico del Microsoft Excel, y el TransCAD versión 4.5.

For the realization of the present investigation, the bibliographic review of the motorcycle taxi system and mass transport in intermediate cities was carried out, besides the integrated transport systems were analyzed, because these systems meet the travel needs of a large number of people and have the advantage of being able to live among them. To know the current conditions of transport mobility in motorcycle taxi in the area under study belonging to a sector of the Metropolitan Area of Huanuco, province and region of Huanuco, a diagnosis was developed to later define the regulation of public transport units minors (mototaxi) that reduce the problem of the aforementioned area, for which visits were made to the area to evaluate the road network and mass transit routes, and then a model was generated whose values were adjusted with origin destination surveys and counts of traffic.
