Implementación de un sistema de gestión en seguridad y salud ocupacional en la empresa Concremax S.A. basado en la Ley 29783 y DS 024 - 2016 EM Proyecto minero Toromocho III etapa presa de relaves

Abstract

La presente tesis desarrolla la propuesta de Implementación de un Sistema de Gestión en Seguridad y Salud Ocupacional para una Empresa dedicada a la Producción de Agregados y Concreto en un Proyecto Minero ubicado en la sierra central del Perú. El tipo de investigación utilizado en el presenta trabajo es descriptivo transversal debido a que se identificaron las características del Sistema en un determinado periodo de tiempo y el diseño de investigación utilizado es experimental debido a que se recopilaron información identificando los cambios durante la implementación del Sistema. El trabajo de investigación contribuyó una serie de resultados garantizando la correcta ejecución del Sistema basada en la Ley 29783 y DS 024 - 2016 EM aplicando la metodología del ciclo PHVA para evaluar y mejorar los resultados en la prevención de los incidentes y accidentes en el Proyecto Minero Toromocho para una gestión eficaz de los peligros y riesgos que se encuentran en el alcance del Sistema. La investigación da como resultado el incremento del 70% del cumplimiento legal en materia de seguridad, la Identificación y gestión de 9 riesgos críticos para la prevención de incidentes, la ausencia de accidentes con tiempos perdidos y enfermedades ocupacionales y el aporte para la certificación de OHSAS 18001 otorgado a MCP. El Sistema de Gestión establece un entorno que conduce a la creación de una cultura de prevención en materia de Seguridad adaptándose al tamaño y a la actividad de la organización mediante el control de sus riesgos, de acuerdo con su política y objetivos garantizando el cumplimiento que establece la norma nacional vigente y beneficiando a las partes interesadas de la organización. El éxito del Sistema depende del compromiso de todos los niveles y funciones de la organización, especialmente de la alta dirección (Jefatura de Proyecto).

This thesis develops the proposal for the Implementation of a Management System in Occupational Safety and Health for a Company dedicated to the Production of Aggregates and Concrete in a Mining Project located in the central highlands of Peru. The type of investigation utilized in the present work is descriptive transversal due to the fact that the characteristics of the System were identified in a certain period of time and the design of investigation used is experimental due to the fact that information was collected identifying the changes during the implementation of the System. The work of investigation contributed a series of results guaranteeing the correct execution of the System based on the Law 29783 and DS 024 - 2016 EM applying the methodology of the cycle PHVA to evaluate and to improve the results in the prevention of the incidents and accidents in the Mining Project Toromocho for an effective management of the dangers and risks that are in the scope of the System. The investigation results in a 70% increase in legal compliance in safety matters, the identification and management of 9 critical dangers for the prevention of incidents, the absence of accidents with lost time and occupational diseases and the contribution to the OHSAS 18001 certification granted to MCP. The System of Administration creates an environment that leads to the creation of a culture of prevention in the matter of Security adapting itself to the size and the activity of the organization by means of the control of its risks, in agreement with its policy and objectives guaranteeing the fulfillment that establishes the effective national norm and benefiting the interested parts of the organization. The success of the System depends on the commitment of all levels and functions of the organization, especially the senior management (Project Manager).
