Ejecución de obra: redes y conexiones domiciliarias de agua potable y alcantarillado de la asociación de pobladores Paraíso de Jicamarca, Provincia de Huarochirí, Departamento de Lima

Abstract

El presente informe consiste en describir la ejecución de la obra “Redes y Conexiones Domiciliarias de Agua Potable y Alcantarillado de la Asociación de Pobladores Paraíso de Jicamarca, ubicado en el distrito de San Antonio, la Provincia de Huarochiri del Departamento de Lima”, beneficiando a 293 lotes de vivienda. Este proyecto es de carácter social, desde el punto de vista de la modalidad de financiamiento. La parte técnica, está circunscrito en el procedimiento de las obras de SEDAPAL, desde la factibilidad hasta la liquidación de obra. Este proyecto se inicia, por la necesidad de los servicios básicos como es el agua y el Alcantarillado de una población que se abastecía de agua a través de camiones cisternas y de saneamiento mediante silos provisionales. Ellos se organizan a través de su Junta Directiva e inician el proceso. En el año 2013, tramitan y obtienen la factibilidad de servicio para 293 lotes en SEDAPAL. En julio del 2014, obtienen su aprobación del Proyecto de Agua Potable y Alcantarillado. En agosto 2014 con la cuenta de control de obra, se inicia la Ejecución de la obra a través del Sistema de Autofinanciamiento que para SEDAPAL se llama “proyectos de terceros”. Esta modalidad de ejecución de obra a través del AUTOFINANCIAMIENTO, son con recursos financieros de los pobladores beneficiarios, es decir, ellos en Asamblea General eligen un Comité de Obra encargado de Administrar y Supervisar todo el proceso de ejecución desde la primera piedra hasta la recepción y liquidación final de obra. Por otro lado, el Contratista encargado de ejecutar la obra, presenta el Presupuesto, Cronograma y un Plan de Trabajo, preparado por el Ingeniero Residente de Obra. También SEDAPAL, a través del Ingeniero Supervisor, está constantemente en campo coordinando y supervisando cada uno de las actividades conjuntamente con el Ingeniero Residente. La diferencia y la peculiaridad de este proyecto con los demás proyectos públicos, es su capacidad de financiamiento, dado que éstos por estar en zonas periféricas encarecen la obra debido al tipo de suelo (rocoso), poco accesibles y difícil topografía, donde habitan las familias con bajos recursos económicos, lo que hace incumplir los plazos de obra fijados en el cronograma. En tal sentido, la mecánica del proyecto se rige en la capacidad de recaudación de los fondos para el avance del mismo. Este efecto genera que se tenga que reprogramar los plazos ante SEDAPAL y todo adecuarse a este sistema.

The present report consist in to describe the execution of the work “Networks and household connections for drinking water and wastewater of the Association of Villagers "Paraiso" from Jicamarca, located in the district of San Antonio, the Province Huarochirí from departamento of Lima” benefiting 293 housing lots. This project is of a social nature, from the point of view of the mode of financing. The technical part, is circumscribed in the procedure works SEDAPAL, from feasibility to settlement construction. This project is initiated by the need for basic services such as water and sewerage in a population that supplied water through tankers and sanitation through temporary silos. They are organized through its Board of Directors and initiate the process. In 2013, processed and get the feasibility of service for 293 lots in SEDAPAL. In August 2014 with the control account work, the execution of the work initiated through the Self-financing system that SEDAPAL called "projects of others." This mode of execution of work through SELF-FINANCING, are financial resources of the people beneficiaries, namely, they in General Assembly elected a Committee on Work responsible for managing and monitoring the entire implementation process from the first stone to the reception and final settlement construction. On the other hand, the contractor responsible for executing the work, presents the budget, schedule and work plan prepared by the Resident Engineer Works. SEDAPAL also, through the Supervisor Engineer, field is constantly coordinating and supervising each of the activities in conjunction with the Resident Engineer. The difference and the peculiarity of this project with other public projects, is its ability to finance, as these to be in outlying areas more expensive the work due to the type of soil (rock), inaccessible and difficult topography, where families live with low income, which makes violate the deadlines set in the schedule work. In this sense, the mechanics of the project is governed in the ability to collect funds for its progress. This effect generates that have to reschedule deadlines to SEDAPAL and all fit this system.
