Abstract: El presente estudio busca medir la influencia de la tasa de retorno de cada uno de los niveles educativos: primaria, secundaria y superior universitario; en la variable dependiente: Inversión Pública en Educación; se analiza si dicha inversión pública considera a la tasa de retorno como indicador para realizar una inversión más eficiente desde el punto de vista económico, financiero y social. Se estima, además, las tasas de retornos de los tres niveles de educación antes descrito, a través de un indicador financiero usado en la evaluación de proyectos como es: la Tasa Interna de Retorno (TIR), para el Departamento de Ica, en los periodos comprendidos entre los años del 2004-2013. Se propone que dicha TIR sea usada en la evaluación económica-social de los proyectos de inversión pública en educación para el Departamento de Ica, la cual se enmarca dentro de la metodología del costo-beneficio de un proyecto de inversión, cuantificando así los beneficios y costos que deriva una inversión en educación. Con la prueba de las hipótesis, se analizará si existió o no, correlación entre las variables de estudio y se pondrá en conocimiento que las decisiones de las familias, del Estado, tendrán que ser más efectivas, considerando las tasas de retornos de los niveles de educación para cada uno de los niveles educativos del Departamento de Ica.
This study seeks to measure the influence of the rate of return of each of the educational levels: primary, secondary and higher university; in the dependent variable: Public Investment in Education; examines whether public investment that considers the rate of return as a proxy for a more efficient from an economic, financial and social investment. It is further estimated the rate of return of the three levels described above education, through a financial indicator used in the evaluation as is the Internal Rate of Return (IRR) for the Department of Ica, in periods comprised between the years of 2004 to 2013. It is proposed that the IRR is used in the economic and social evaluation of public investment projects in education for the Department of Ica, which is part of the methodology of the cost-benefit of an investment project and quantifying the benefits and costs deriving an investment in education. With the testing of hypotheses, analyze whether or not there was, correlation between the study variables and will inform the decisions of families, the State will have to be more effective, considering the rate of return levels education for each of the educational levels of the Department of Ica.
